noisy neighbors in toronto condo during night time hours 11pm-7am almost every other day

Update: the night(last night) right after I made this post, I had to call security again at midnight, half an hr later I still hear loud talking so I call security back, I was told that the neighbors have already asked to be quiet and that she can tell them again but she can’t do anything else and asked me to call the cops. I called 311 and they said they do not deal with loud talking and disorderly behavior. About 10 mins after I call security, I hear woman from next door screaming “FUCK YOU” on the top of her lungs and banged on our shared wall as loud as they could a several times over the next 10 mins or so. It was so loud that it was scary and also I couldn’t anticipate when she’d do it next so I was on edge. I tried to record it but they stopped for the 5 mins I was recording and by then it was already 1:30am so I wasn’t gonna wait around and decided to move to my living room to sleep in case they intentionally bang the wall again. I emailed management about this and of course they said they are “following up” again and gave no additional information. What can I do?? I am in disbelief that anyone can do this!!

Original post: I bought and moved into my condo about a year ago and noise had been consistently an issue from my next door neighbors. I'd been calling security during these nighttime hours due to the neighbors loud talking/laughing/music. But security really doesn't give a crap, some of them do their job, most don't, and tell me they cannot confirm the noise from their front door so they cannot knock and tell them to be quiet (I can hear the noise from my bedroom which is adjacent from the neighbor's bedroom which is why noise may not be heard from the front door). I cannot sleep with ear plugs/headphones on and me getting up to call security wakes me up even more.

I emailed management about this issue a few months in and I never heard back. Recently I had emailed them again and they got back to me saying they sent a warning letter. Two days after said warning letter was sent, the noise was an issue again so I am not even sure if they read/understood the letter, I have no idea what this letter says.

So I sent management another email a month ago, and they said they will "follow up" with these neighbors before they get the lawyers involved. Whatever this "follow up" was, it worked....for one month. Then they party again two weekends in a row over night, then I call security, email management, again. This time I ask if the lawyer needs to be involved and what had been done so far. Management does not address my questions but only tells me they will "follow up" with these neighbors again. This was two days ago.

This constant noise is robbing me of my sleep and wellbeing. What can I do besides repeatedly getting out of bed, calling security, waiting 30+ mins for security to go patrol and "investigate" and maybe telling them to be quiet, and spending additional god knows how many hours to fall back asleep?
